This buff was previously available during the pre-patch leading up to Wrath of the Lich Kings release, giving people an excellent opportunity to level new mains or old alts in advance of the new expansions max level. Webtwinking isn't nearly as popular now as it was in original BC/WoTLK. Back then, huge swaths of the playerbase had nothing to do at level cap, since raiding was kind of inaccessible for a large portion of people. So you had lots of gamers with gold (no consumable costs) to burn and nothing to do at cap. They made twinks. Not the case today.
